Biography

His research interests are in the areas of decision analysis, intelligent systems, digital business, knowledge management, electronic government, e-learning, and their applications in business. The multi-disciplinary nature of his research and the emphasis on both theoretical and applied research are exemplified by numerous refereed publications in top refereed international journals listed in the Science Citation Index, Social Science Citation Index, Engineering Compendex Index, and at major refereed international conferences including Journal of Operational Research Society, European Journal of Operational Research, Computers and Operations research, International Journal of Approximate Reasoning, IEEE Transactions on Systems, man, and Cybernetics, Government Information Quarterly, Expert Systems with Applications,Computers and Mathematics with Applications, Fuzzy Information and Engineering, International Journal of E-Government Research, Journal of Systems and Information Technology, and Management Research Review.

Hepu is active in the international academic community. He acted as the Program Chair of several IEEE international conferences in Fuzzy Systems, Knowledge Discovery, Artificial Intelligence, and Computational Intelligence in 2009, 2010, 2011, 2012 and 2013 respectively. He was the Publicity Chair for five IEEE international conferences in China and Singapore including the 9th IEEE International Conference on Neural Information Processing (2002), the 4th Asia-Pacific Conference on Simulated Evolution and Learning (2002), and the 2002 International Conference on Fuzzy Systems and Knowledge Discovery and the organization committee member for numerous international conferences. He was and is currently a referee for many prestigious international journals including Fuzzy Sets and Systems, International Journal of Approximate Reasoning, European Journal of Operational Research, IEEE Transactions on Fuzzy Systems, International Journal of Computers and Industrial Engineering, Information Sciences, Computers and Operations Research,International Journal of Production Economics, Journal of Computational Intelligence in Finance, Journal of Operations Management, and International Journal of Knowledge and Information Systems.

Hepu is experienced in working and teaching at tertiary education in a cross-culture environment. After graduation and worked as a mathematics teacher in a High School he became an assistant lecturer and then lecturer in the Department of Business, Wuhan University of Science and Technology, China. He started at the School of Computing and Information Technology, Monash University in July 1998 as a lecturer and was appointed to the School of Business IT at RMIT in 2000.

Member of the Australian Council of Professors and Heads of Information Systems

The Australian Council of Professors and Heads of Information Systems (ACPHIS) is the peak body established to represent Australian information systems academics in matters of national and international importance. It grew from informal meetings at the ACIS conferences from 1995 and was formalised in 1997. ACPHIS provides a forum for discussion and debate on issues relating to the development of information systems as a discipline in Australian universities, and acts as a mechanism for greater collaboration between information systems departments.

I am a member of ACPHIS. My contribution to the association is through active participation into various discussion forums about the strategies and policies in relation to information systems education in Australia and some times represent the School for presenting a school view on certain specific issues relevant to the School of Business IT. For example, I was the one at the School in 2007 who complied a School response regarding the journal ranking in the information systems area to be used for the Research Quality Framework exercise.


Member of the Board of International Association for Information and Management Sciences

The International Association for Information and Management Science (IMS) was founded on the 10th July, 2005. After several years’ development, the IMS has 35 board members at present. In order to promote the development and application of information and management sciences in business, engineering, economics, medicine and other related disciplines and to foster international collaboration among scholars in related areas, an annual conference of IMS has been held every year since 2002. Because of the quality of contributions to this event, the proceedings of the annual conference of IMS are indexed by the Index to Scientific and Technical Proceedings. I have been an active member of the Board of this Association and engaged in establishing and running the IMS conference series since 2002.


Senior Member of the Australian Computer Society

I have been a Member and then a senior member of the Australian Computer Society (ACS) since 1998. Being a member of ACS allows me to monitor the latest developments in the information and communication technology industry in Australia, contribute to the advance of knowledge in this domain through attending its conference and reviewing papers, and also help the School in the ACS accreditation process for our undergraduate programs.


Member of the International Association for Computer and Information Science

The International Association for Computer and Information Science (ACIS) provides a forum for researchers in education and industry from all over the world to interact with one another and to disseminate the latest developments in the fields of computer and information science. Being a member of ACIS, I have made a major contribution thorough attending some of its annual conferences and also publishing my research findings in its main refereed journal: the International Journal of Computers and Information Science.

Being a member of the premier fuzzy society in North America established in 1981, I have contributed to the creation and discovery of knowledge through attending its conferences and publishing my research findings in its conference proceedings.

I am an active member of the IEEE Society and the IEEE Systems, Man and Cybernetics Society. My active participation in the IEEE Society is exemplified by my role in helping to organize five IEEE sponsored International conferences in China and Singapore, in reviewing papers for IEEE publications, and in publishing my research findings in IEEE conferences and journals.
